Design a professional app icon and splash screen for Sentinel Nigeria mobile app.

Requirements:

• App icon (1024x1024px) suitable for both iOS and Android
• Splash screen with Nigerian flag colors (green and white) and Sentinel branding
• Export in required formats: PNG, SVG
• Include light and dark mode versions

Deliverables:

• Icon files in /apps/mobile/assets/icon/
• Splash screen files in /apps/mobile/assets/splash/
• Design rationale document explaining color choices
