using login_as features i am getting tourguides that i can not complete #1

possible steps to reproduce

start as admin
login as user (that has not complete feature tours)
go to a page with a feature tour
mark tour as completed (check that cookie tracking works)
are there more tours in the cookie?
switch back to admin
what is in the cookie?
try to trigger and complete a tour
check if all works as expected
could there be a reason why the cookie is not updating?
