Package control installing but not making actionable

Sublime Text 3 on macOS
I keep installing the package through package control and it shows up as installed but isn't usable. The snippetx.sublime-package file created is only 1.2Mb. I don't see a snippetx.sublime-package file in this repository. Is that something that is created after installation? Is there a way to manually install this plugin?
