Sandbox display 504 when Initiate PAR

To Reproduce
Steps to reproduce the behavior:

1. Complete DCR
2. Select corrrect Data Holder and fill in correct scope and duration
3. click Initiate PAR
4. See error

Expected behaviour
Should be redirect to data holder's page

Additional context
You can choose HSBC_UAT to reproduce this issue

We have looked into the issue. The Sandbox Data Recipient is not getting a response from the HSBC_UAT Data Holder discovery document - https://public-qa.ob.hsbc.com.au/.well-known/openid-configuration

The Sandbox Data Recipient GetOidcDiscovery function, used during the PAR request creation, will call the Data Holder discovery endpoint. The discovery endpoint is not returning a response which is then causing a timeout.

Can you confirm the discovery endpoint is available - https://public-qa.ob.hsbc.com.au/.well-known/openid-configuration
