Bot does not allow multiple upvotes in a message

Example of the issue:

```
thor: @karmabot++ @loki++
karmabot: @karmabot++ [woot! now at 1]
thor: aww, it didn't upvote loki...
```

In other words, the issue is that we don't check for more than one "karma change" in a message.
