'/weather all' feature

It will be nice, if I would can send '/weather all' command, which show the current weather in all saved places for users in chat, who specified it.

For example:
User> /weather all
Bot> Moscow: +15, cloudy
St. Petersburg: +10 rain
Syktyvkar: +12 clear

It's impossible to get a list of all chat participants by the telegram API, so the only way is to send weather for ALL cities stored in the locations table and I think this is not what you want.

It is not good, because one bot can be used in several chats.

But the good idea is to change locations schema to something like this:

 chat_id | username | city
---------|----------|------
123456789|CrownBerry|Moscow
123456789|CuttleRat |Moscow

So it will be possible to get cities only for one chat with this schema
