Automate "Kill Switch" via Webhook (v2.2)
Objective: Currently, Control [P3.T5.2] (Emergency Shutdown) is a manual protocol.
Proposal: Create a standard Python wrapper for safe2_server.py that listens for a specific webhook payload ({"action": "KILL_ALL", "auth": "JWT"}) to sever agent network connections instantly across a Docker swarm.
Target Release: Q1 2026 (v2.2)
