Describe the task
ciemss/pyciemss#582

Optimize in ciemss currently does not accept:

fixed_static_state_interventions
fixed_dynamic_parameter_interventions
fixed_dynamic_state_interventions

When they update their interface in the issue linked above we will need to include these into our pyciemss service.
