Added missing dependencies for the nuget package.

This package will a test package to test pipeline for pushing to nuget from DIPSAS organization.

First pre release package

This package was not pushed to the nuget.org feed, but to a public feed in azure devops. This release was created to test the full pipeline before switching the feed to nuget.org
