When a paragraph starts with "Figure," Docling ignores the entire paragraph. I believe Docling mistakenly interprets it as a figure caption, but that is not the case. I have attached the original PDF, along with the parsed text file, for your review.
For example, on page 3, in the second column, a paragraph starts with "Figure 3a illustrates the fundamental...". In the parsed text file, this paragraph is entirely removed!
