[BUG] clean meter goes behind taskbar when snipping tool is used

Describe the bug
I have cleanmeter in the horizontal layout, over the taskbar on one of my secondary monitors. Whenever I take a screenshot with the snipping tool (win + shift + s) cleanmeter gets hidden behind the taskbar. I then have to toggle the overlay on and off multiple times to get it back to being visible

To Reproduce
Steps to reproduce the behavior:

1. position cleanmeter overlay ontop of a taskbar
2. take a screenshot with the snipping tool
3. you will no longer be able to see cleanmeter, as it stacks behind the taskbar

Expected behavior
I expect cleanmeter to remain ontop of the taskbar
