Configure availability of "On Hold" Status on JMUI

Motivation:
In the Terra env today (could change in the future) -- there's no way for users to put Workflows on Hold.

By having the quick-filtered view of "On Hold" workflows --there's some confusion that arises as workflows can't land in that status, but there is still a filter for it in the UI.

In the long run, there could be a way for Terra users to submit workflows on hold, but not in the short term.

AC: In order to simplify the UX for Terra users, add a flag that disables the On Hold quick filter.

User Impact: Depending on how JMUI is configured
