There are times when there is a delay on a workflow coming to life and a user getting permissions to view a workflow--which can result in an error as shown above.
AC: In a situation like that, it would be great for Job Manager to provide a different error saying something like "There is no information for this workflow yet -- please refresh in a few seconds". This is dependent on being able to differentiate based on error message whether someone lacks permissions to see a workflow, or there is a delay.
