Description
One way to do this would be to have the app be one of the multisig holders (with own private keys) such that it can create hardened addresses, though not spend from the multisig without additional signatures.
Although this isn't available (CoPay) in ruby, there is a command line wallet that the app could call via a system command. See here: bitcore-wallet. The CLI would be responsible for generating addresses and co-signing withdrawals etc.
