Thanks for the bug report. Unfortunately, it's difficult to pinpoint the possible source of such error.

The reported error implies that the following call failed:

import datetime

dt = datetime.datetime.strptime("08:00", "%H:%M")

I can't explain it, because %H and %M are well-supported format according to the documentation: strftime() and strptime() Behavior.

This may indicate the the computer lacks a standard C implementation or that it's not packaged well in the executable.

Is there any chance you could run the above code on the buggy computer, with and without .exe packaging?
At this point, feel more like an upstream problem, because Loguru makes very standard use of the datetime library.
