Other CORLA Client Quality of Life updates

Here are a few quality of life issues (unrelated to IRV) folks would like made to the CORLA client if there's time. Tossing them here for now:

• Add a confirmation prompt when selecting to delete data from the database from the dashboard (both county and state).
• Clean up the confirmation prompt when the county selects the number of audit boards they’ll be using to look less informal.
• Add a progress bar or some other display after both canonicalization steps while CORLA is doing it’s thing during the audit definition process. (Both contests and choices).
