Add .sql files with test vote data for assertion generation

Make test files for vote data.

• Think about interesting contexts, e.g. cross-county contests and contests with universe size not matching number of ballots, etc.
• Write script to produce test.sql files, based on exact matching with what colorado-rla puts into database. Some fields look null etc. Make sure we know what can be null.
• Check difficulties vs raire-java NSW tests.
• For some handmade examples, e.g. guideToRaire examples, test exact assertions when there's only one right answer.
• Generate some wicked test cases that produce errors, e.g. timeouts and tied winners.
