Power Automate is giving wrong timezone offset from self-report diary message timestamp when participants are not in Eastern time.

Reported by Dr. Helen Burgess and Allie Rodgers. There appears to be an issue when reading timestamps from text-to-email messages. They enrolled a study participant in a different time zone, but Power Automate is treating it as if it was in Eastern time, thus producing the wrong times.
