availableTabs determination needs manual override. #377

In https://github.com/DialmasterOrg/Youtarr/blob/main/server/modules/channelModule.js#L1693 it loads the available tabs for the channel.
However, it seems like YouTube's RSS feeds is inconsistently available. Last night it was down (all results were 404), they were back up this morning, and I found a few posts in the past on Reddit and HackerNews of people mentioning that it had gone down briefly as well.
The outage caused the channels to list only shorts were available, and it didn't look like there was a manual way to fix/override it. I had gone into the database and updated the fields to make it have the correct values.
Side note #1. Would probably help you out if you created some issue template for feature request/bug report... so you have a fixed format to work with.
Side note #2. Manual override on this in general would be nice. I personally despise shorts. Would love to just remove shorts from available tabs completely.
