Make writing workflows that use data from blueapi easy

When emitting data from blueapi for analysis or other workflow callbacks, we should make this process as easy as possible.

Acceptance Criteria

• There is a Copier template for creating a workflow container from that is easy to adopt and pre-configured with the requirements
• There is an API for consuming data from [tiled|document store|message bus] that is easy to use when pre-configured with arguments coming from Argo Workflows
• There is an API for putting data back into [tiled|data store|message bus|blueapi] that is easy to use when pre-configured from Argo Workflows
