Ability to set the wait duration for Cargo metadata in the CLI #5286

Feature Request
Currently, during a build, the CLI waits for a hardcoded 100 * 2000 ms for the result of Cargo metadata. I am building a project on a slow machine and I need to increase this duration for it to finish.
Implement Suggestion
Is it okay if I go ahead and add an option to the CLI that allows this?
