What users will an account have access to in GET requests? Only users they create? Or any users on any organizations that they have a link to?
Similarly, what is the scope of users that can be updated? Can an enterprise account update any users on an organization they have a link to? Or does this only really apply if you have an admin or dispatcher (within that org) bearer token?
