Create 1.19.x env for development

• import maven project to your IDE (IntelliJ IDEA recommended, via SSH)
• download paper 1.19.3 server (e.g. from here - https://www.dropbox.com/s/4bjkuxnisux9r26/spigot-1.19.3.zip?dl=0)
• compile the project in IDE
• learn how to debug the code using IDE
