That shouldnt happen since the Black Hand Flamer is a Propaganda Nod unit. He should be Immune right from the start.
But actually I never understood why we made him immune to Tiberium in the first place when Industry Nod is all about experiments with Tiberium.
So yeah I think its okay if he is not immune to Tiberium by default.
