Spawning as a ghost role will ignore your character's set languages.

Issue Summary:

When one spawns as a ghost role, their language menu choices get fully reset. This makes it rather difficult to fully roleplay an Undisclosed Location antagonist or other role from a varied background without admin intervention, which should not be necessary for such means.

Reproduction Steps:

1. Make a character with unique options in the languages menu.
2. Join any ghost role as that character.
3. Attempt to speak with said unique language and despair as it is not available.
