Add description and information to README

# Description
Want to add greater detail in description text for this repo to explain motivations, purpose, and information surrounding the use of dotfiles repos.  While this is a personal repo, I would like for it to be friendly and navigable for visitors even if they are a novice at customizing and using applications in the shell.
