What I did: Placed chemfuel storage tank, filled it with some chemfuel (around 4k), place a chemfuel pump attached to the storage tank. Then I toggled the Drain Tank option on the storage tank.

This causes the chemfuel pump to endlessly spew out chemfuel without lowering the Tank Level on the storage tank.
