Designate existing channel as a team command

Create a command that designates an existing channel as a team.

Required Arguments:
-Specify channel with #
-Specify role with @
-Semester (Fall, Spring, Summmer)
-Year

Ensure the person running this command is an administrator

For each users with the specified role, create an entry in the teams database
