Validate that namelists are correct

With #3799 and because now our default namelist and parameter settings are finalized. I realized it would be a good time to make sure the settings are correct, by doing the minor version update procedure for namelists.

I'll also verify the coupled model namelists by setting up the following test:

further down the line we should do this for all of the scientifically supported compsets as well.

Summary of differences between latest coupled case: b.e30_alpha08b.B1850C_LTso.ne30_t232_wgx3.317/ (NCAR/cesm_dev#300)

• CO2 hardcoded vs from CAM (have an issue for)
• finidat from the coupled reference case
• history settings
• paramfile is identical when compared
• use_init_interp for coupled (added explicitly and needed)
• use_ssre is on for testing
• ndep settings different -- but when coupled we get it from CAM
• urbantv has been updated to 290260217 version
• stream_fldfilename_cultivar_gdds updated to 20251211
• Following list has no_nan_fill verison: stream_fldfilename_gdd20_baseline, stream_fldfilename_swindow_end, stream_fldfilename_swindow_start, stream_meshfile_cropcal, stream_fldfilename_atm_c14
• megan_use_gamma_sm to false for non-coupled (false is already the default)
• reseed_dead_plants on for the coupled case (turned on explicitly)
• Excess ice stream used for the coupled case (is this correct?)
• stream_fldfilename_prigentroughness updated to 20260218 verison (for NaN)
• stream_fldfilename_atm_c14 update to 20260108 version with non_nan_fill
• stream_meshfile_atm_c14 with tweaked latlons

• I went through the lnd_in namelist by hand and everything looked correct to me based on what I know the settings should be.
• I also compared the datm.streams.xml between my test case and the LMWG_dev case had an early version of the streams file, but are identical in contents to the test version.
• In comparing the datm_in files, I noticed one had nextsw_cday_calc set to cam7
• drv_flds_in differences: megan_emsi_nl, fire_emis_nl, ndep_inparm different because it's turned off for the cam7 test
• coupling periods different for the short test
• case root differences as expected
• sglc and srof for the LMWG_dev case, and cism and mosart for the testcase
