Check/unify if needed Ruby/other tool versions in actions and config files

Due to the issue with Netlify - we recently had to fix Ruby version and had to hardcode it in .ruby-version file which was not the case up to that point.

We should check and see if we need to unify the versions for various tools - e.g. Ruby, Python and others - in workflows, actions and config files. Or if things work OK - we need to decide of we will still update or leave things as they are and comment on the decision.
