Add a-law/u-law decoder for dls

Describe the feature

Origin DLS soundfont loader can't load dls file with a-law/u-law wave format, I modified and make it work

Here is the dls file has been tested

So some of the formats are added by Microsoft and are not part of the MMA specification, right?

The formats belong to many sources, what Microsoft does is assigning a constant for identification in the header "mmreg.h"

The DLS specification says that it is "expandable" and ...

And indeed, in #5, #6 @rsp4jack has identified several missing features that prevent full XMF compatibility:

EAS's XMF parser does not support:

• ZLIB unpacker (which is not required by MXMF specification, but widely used in Nokia's MXMFs)

EAS's DLS parser does not support:

• WAVE_FORMAT_MPEGLAYER3 sample format (used in Danger's)

DLS in Samsung's does not seem to have articulations, and EAS complains about that.

I have been working on DLS and XMF patterns in ImHex for about half a year, and now I did create the PR: WerWolv/ImHex-Patterns#381

Hope that will help. These two patterns parses all XMF and DLS I have met (and I have not met probably)

Some issues related to the implementation of ZLIB Unpacker:

1. The existing xmf parser cannot obtain the corresponding unpacker, making it impossible to determine whether the data is compressed.
2. The current file reading functions are unable to treat the unpacked data memory block as a file for reading, similar to how fmemopen works in the C standard library.

These are the problems I have currently identified with the implementation of ZLIB Unpacker.
