Military Symbology should be scale dependent

Summary of Issue Encountered:

As a user I should be able to zoom in to a map and have my military symbology draw based off of preset scales set for Command/Brigade/Battalion/ etc.
As a user I should be able to set the scale threshold on when each type of military symbology draws.

Current State:

This functionality is currently not possible.

Expected Results / Behavior

Scale dependent rendering of Command/Brigade/Battalion/ etc.

Using the ability to showcase scale dependent layers based on echelons would be a great blog. This would showcase to our users how you can track elements from a company to a brigade.
