This is not necessarily an issue with the Military Overlay data model but an issue with any layers that are symbolized with the dictionary renderer so this issue should be reported to the Core.
They may not be able to make this a dynamic thing (adding symbols to the legend as they are edited/created), but a first step might be to allow a "generate legend"command from the Symbology "More" options:
This issue is not clear. There are contradicting statements made regarding the legend results from using the Dictionary Renderer. @csmoore and @topowright please update this issue with clear steps and screenshots showing the different behavior between MSE and Dictionary Renderer regarding the legend output.
I have not seen the legend updated using the dictionary renderer but there may be some workflow to do this that I am not familiar with.

When features are drawn using the Military Symbology Editor the features do not show in a legend in a map using ArcGIS Pro Layout.
Features rendered using the dictionary renderer do not show up in legend.
