Unable to create a new folder for another user when copying data to a new ORG

Describe the bug
I am unable to create a new folder for another user when copying data.
I am admin in the ORG

To Reproduce
Steps to reproduce the behavior:

1. search for owner of content
2. Select item to copy from selection box
3. Click copy items
4. Choose account to copy to
5. Search for user name in the This is an admin account. Choose a user within this organization to copy to...
6. In choose folder to copy to click create new folder type new name, click check for OK.

Expected behavior
A new folder is created selected data are copied.

I believe this issue has to do with a bug in ArcGIS RESTJS, wherein the owner property is not being read by RESTJS's createFolder method. I have submitted an issue here.
