CONT_0001: Item does not exist or is inaccessible

Describe the bug
I get this error when I try to copy from one Environment to another (I am on Kubernetes on both environments. 11.2)

To Reproduce
Steps to reproduce the behavior:

1. Go to 'Content'
2. Click on 'the Check box next to a web map, dashboard, and feature service'
3. Click 'Copy Items'
4. Select '(the second enterprise environment and go through the prompts for User and Folder and hit Copy Items)
5. See error

Expected behavior
A clear and concise description of what you expected to happen.

Additional context
I have been having some issues with slowness on the environment that I have another case open for.
However, this error shows up instantly when hitting copy.
