[$250] Add a tooltip to train users that filter negation helps them find expenses without receipts

While we have a powerful set of search filters, getting used to them, like any set of filters takes time. Additionally, for most filters we support negation via the minus sign, but it's uncommon to show both regular filters and the inverse of those filters in the UI.

Reason being, it's confusing to see things like receipt, missing receipt, category, missing category. Just as importantly, this makes it possible to negate your own search query (e.g. receipt, missing receipt).

To combat this issue while still training users on the power of our search filters, we'd like to add a tool tip. The relevant details are:

• Icon: lightbulb (green "success")
• Text: "Search for expenses without receipts using -has:receipt."
• Like all tooltips, this will be user-dismissible
• We'll show the tooltip over the bottom drawer (mobile), or in the right-hand pane (desktop)
• This tooltip only shows with in the Has filter
