Recreate the starknet governance Delegates page of the Starknet Governance Portalas closely as possible using our current tech stack (Next.js, TailwindCSS, TypeScript). The goal is to match layout, typography, colors, animations, and responsiveness. It should be available on the /starknet-delegates URL on our app.

🔴 Fork from app-main and submit your PR back to app-main — not main .
🔴 All work must be done inside the dapp/governance folder.
🎯 Acceptance Criteria:
- Match the section layout, text, animated illustrations, call-to-action buttons.
- Replicate section scrolling effects.
- Use Tailwind for all styling.
- Ensure mobile responsiveness.
- Use placeholder data where necessary (e.g., proposal cards or timelines).
🛠 Tech Stack:
- Framework: Next.js App Router
- Styling: TailwindCSS
- Animation: Framer Motion (if needed)
📝 Notes:
- Focus on visual and structural fidelity only — no need to hook up real governance data yet.
- For illustrations or icons, use similar public SVGs or placeholders.
