Describe the bug

Quest gets a checkmark when I put the legendary base in my inventory, but doesn't complete task or unlock following quests.

Steps to reproduce

Unsure. Complete quest in 1.7.0, then port to 1.8.0, maybe?

Update: Placing an epic talisman base in my inventory fixed the problem. It looks like there are two epic talisman base quests, one possibly hiding behind the other. Apparently, I'd only completed the purple version:

More generally, there appear to be two quests for every talisman base, both of which are requirements for the next tier's quest. It's just that the others ported successfully (or I accidentally completed them).

The double quest was an intended feature used to solve some quest display and dependency issues.

Since it ended up causing other unintended problems, this change will be reverted in patch 1.9.0.
