TinyMCE HTML editor pop-ups do not work correctly.

Sometimes (frequently/always?), when opening the View/Source menu pop-up from the HTML description editor, it is not possible to actually change the HTML.

Similarly, the pop up window to add or edit links opens but is non-interactive. This problem was intermittent in the past but now seems to have settled into being a consistent problem.
