About creating annotations of elements with 5' UTR

Hi, I am wondering how did you make the file containing 0/1 category to separate elements with 5' and those without, meaning what protocol was used to distinguish them ? It seems that to understand better the output of L1EM this would be of great help to know how the annotation affects results, moreover I would like to apply this protocol to my samples.

The 0/1 annotation is based on whether I could find a blast alignment covering the first 500 bases of the L1Hs consensus. Sadly I no longer have the exact parameters that were used for the alignment.
