[BUG] 'Not Deployed' git stacks continue to show the 'Down' arrow action button in the Stacks display grid #694

Description

If I manually down a git stack that is not enabled for sync, the stack will show as 'not deployed'. However the action buttons on the far right of the grid for that stack continue to show the 'down' arrow.

The only way to bring the stack back up is to edit the stack and click the 'Save and Deploy' button.

Steps to reproduce

  1. Establish a git stack and deploy.
  2. Click the down arrow to bring it down.
  3. The down arrow remains; it does not display the up arrow to allow the user to bring it back up.
