Trying to bulk download historical flood events for all counties from the Historic API, but I can't find a list of fsids for all counties. Is that somewhere else? Sorry if that’s a dumb question. I've done a crude workaround for this using a list of county+state from the US Census, but having a list of fsid would be better. Also, if a county was not affected by a flood, am I correct in assuming that it wouldn’t return a record when I look it up in the Historic API?

This site has a list of the FIPS/FSID codes to reference sorted by the FIPS code. And yes, you're correct that if a county does not have named historic event that we mapped, it will return a row of empty NA's.
For example, Autauga county (1001) has no historic events (produces a CSV with all NA's in the non-key fields), while Miami-Dade County (12086) has the data for Hurricane Irma and Hurricane Wilma.
