Add support for registering an unfiltered listener from anywhere in the event tree

If you're creating a plugin and you want the plugin to respond to both filtered events, but also global events like agent:init you have to instruct users to use it in two places. It would be good if you could "break out" of filters within the listener tree and expose an unfiltered subscriber.
