NavBar broken on 404 page

Current Behavior

The top nav bar is disabled when reaching a 404 page by various means and a team is not selected.

Expected Behavior

the nav bar should be functional and users should be able to select teams (if available) on desktop & mobile

Steps To Reproduce

force a 404 by navigating to a non-existing team by altering the following url: /team/<invalid-team-slug>/applications
