Add e2e tests to cover the uncovered External Broker functionaliy

part of #5100

add e2e tests to cover the following scenarios:

• hidden broker status badge from broker creation pages
• hidden 3rd party broker option and local broker ribbon if the externalBroker feature flag is not set
• hidden broker toolbox if the feature flag is not set, forcing to default to the ff broker
• redirected to the brokers main page from the external broker creation page if the externalBroker feature flag is not set
