Follow up to #5032

As a: Developer interacting with a MQTT Broker

I want to: verify whether the suggestions that FlowFuse has made about the payload structure in my topic/payload structure

So that: I can easily build out a schema for my MQTT Broker, without needing to manually define every element myself

Which customers would this be available to

Team + Enterprise Tiers (EE)

Acceptance Criteria

• Payload structure are proposed to the user for a given topic
• User can approve/reject a given suggestion
• When approved, the suggestion is stored appropriately
• The approved suggestion then shows within the Hierarchy Docs view.
