The main Page Navigation is already manageable by ordering pages.
New navigations can already be created but a centralized place to manage all menus would be nice via
System -> Navigation
Allowing you to order module navigation and menu navigation in the backend but also create new menus that you could use throughout the site for example Footer Navigation.
