Create and document a two-tiered pull request system #45
Description
As per feedback from @chrisNvalmas - it can be time-consuming and frustrating in reviews to have stylistic nitpicks at the same time as design review. A new system should be put in place such that macro designs are gone over before the smaller stuff.
