@gobyrne the section for No solutions in progress is meant to look different than the card as the cards are meant to contain data rather than convey a message. If both an "empty" message and an entry listing appear in the same container (a card) it makes both appear like the same type of element (which they are not). @JoshBeveridge could probably better and more eloquently explain this type of design decision. |
@mnigh is correct - null states should be distinct from the populated states because they need to convey not only emptiness, but that something is in fact different. Visual repetition here creates a false sense of data because at a glance, it looks like there is in fact a solution object in the list. |

So there are other options here to be considered.
Both solutions in place and solutions in progress should be a bit more positive. When new users get to this page they will see that there are No solutions in place and No solutions in progress. Why not just tell them that this is the page where they can track the progress of any solutions for the barriers that they face? |
The boxes in the solutions page should has a consistent look even if empty.
Make it look like this please? (the No Solutions in Progress is what is different)
