we've had some system and user errors around bulk dat uploads. so, we're updating the guides/using notify material to better instruct user action:

from Using Notify copy doc:
File formatting
We recommend saving your spreadsheet as a CSV file for bulk messaging. It is the most reliable when uploading your contact list into Notify.gov. Start by downloading this example CSV file sample..
Important: If you are pasting your data from another spreadsheet, paste with no additional formatting – use "plain text" or "values only". Save the file as a CSV.

I'll do them in the figma prototype so it's accurate for the dev work
